According to todays Miami Herald, the St Regis Bal Harbour project has been delayed slightly due to a shuffle in plans by the Related Group of Florida. The change comes due to a cooling real estate market and higher hotel room rates. ''Everything is a reflection on returns,'' said Perez, chairman of the Related Group of Florida, the region's largest builder of condominium towers. ``What we're looking at is given the risk that's involved; what do we feel most comfortable in doing -- whether it's holding or selling.''
